I figured I should add this since people keep asking. I found a good tutorial on installing apps so the bulk of the info can be found at the link below (I could have rewritten it but I'm lazy).
Most of the programs/files available for download on the internet are in the form of .zip or .rar files. These file formats compress the actual files to save server space and decrease download times. The actual files you want need to be extracted from the .zip or .rar files.
You should be able to open and extract zip files on a Windows based PC or your Mogul (Windows Mobile 6.0), without the aid of additional software.
You will need a program called WinRAR for .rar files. You can download it here:
http://www.rarlab.com/download.htm
The current version is 3.71. It's supposed to be a trial version which lasts only 40 days, then you have to pay for it. I have an older version, 3.42 which still works fine after several years. I don't know if this is still true with the newer version. There is also a 3.71 version for Pocket PCs which is free. I haven't tried it yet.
The files you will most likely be extracting to install a program will either be an .exe file or a .cab file, The link below gives a fairly straight forward tutorial on how to transfer a file and install a program on your Mogul.
Note: sometimes you may download a .cab or .exe file directly which will save you the step of extracting it. Also, there are some .exe files, such as VistaHide Battery Gauge which run directly on the Mogul. In that case you would have to transfer the .exe file to your Mogul. But those programs are not the norm.

PEople on here look through the forum to get answers most questions have been answered already.
Im going to go eat some food then i'll come back and post the answer. 5:54pm ok now im back and its 6:12 hmm
ok so about the question above me.
exe's and cab's
cabs go on the phone to install and have to be on the phone normally on the MicroSD card
exes install via computer and active sync.
make sure the enhanced option for usb is off. START>SETTINGS>CONNECTIONS>USB TO PC>UNCHECK THE BOX
now connect your mogul to the computer with the USB cable
let it do its then and open my computer>mobile device>My Windows Mobile-Based Device>Storage Card
now paste the cab file in there and go on to your phone
start>programs>file explorer>up>up>up>storage card
and tap the file
now if its a exe connect your phone to the computer and then run the exe file from your computer

Don't know what I'm missing here. Got Invaders and Tetris on my laptop (Vista). They're both .rar files. Got a pocketrar .cab on there too. Try to open (no extract option)Invaders or Tetris. Figure it should be with pocketrar. Don't know how to write what the computer should use to open. Try to browse to it. Can't get a rar option. Got pocketrar in a downloads file on laptop (everything downloaded kept there). Browse to there. a rar doesn't show up to select. I'm lost.

for on the PC, get WinRAR. RAR files are like ZIP files. The file you want (be it cab or exe) are within the RAR.
I assume that PocketRAR is for the phone. I wouldn't even try to use that on the PC.
After you get WinRAR, extract the contents to a folder on your PC. If the extracted file is an EXE, launch it from the PC. It will install on your phone, if the phone is connected to the PC.
If the file is a CAB, copy it over to the phone - usually when it is connected via ActiveSync. Then use File Explorer on your phone to locate the CAB file. Run the CAB and the program will be installed on the phone.
